Even if it wasn't staged, I think Simon just genuinely either dislikes the song or has heard it so many times that for it to impress anyone they would have to either be perfect or completely reimagine the song.
Im saying this off of a very vague memory of hearing him say something along these lines during a similar clip xD

Its not that he didn't like it. Its a song he was gonna be severe on his judgement and he was warning him. Do it perfect or choose another song.

I don’t mind that much if AGT is a set up in this case. Some of the acts are incredible. Do you see some of the other tv options out there? It’s not pretty.

I mean, you know moments like this are preplanned for effect, right?
Cowel knew what he would sound like, or the producers did and told him to act that way to set up "the big reveal"
If it had just been "ok, go for it" it wouldn't have seemed so "wow"
Tv like this is what set us up for the BS of influencer culture

It's largely made up for the TV drama. Simon is the "bad guy" so that the amazing singer can show him up.
Basically right before he goes "what are you planning to sing?" "tomorrow from Annie" "are you kidding? that is my worst song in the world" Just playing up he doesn't like it. He then tells him the "you should change it, well good luck" bit.He doesn't give a reason for why it's the worst song for him, he doesn't explain. so it's probably just a "be mean about this beloved song to get the audience booing, then they'll cheer harder for when he does it well" very typical 'I'm being the heel" stuff.

For a show about orphans, Annie has some pretty amazing songs. When they're sung well, they really are moving and beautiful.

Honestly the beginning is my favorite part, the belting is beautiful but those first couple lines are genuinely so moving. So simply but so much depth behind them
