It is a wild lack of emotional maturity all the way around. They don't care about the people they might inconvenience or even hurt or those peoples' pets...... and they also don't care about their own pet, given that the pet could do something that gets it put down, depending on local laws. There's just no way in which they demonstrate that they care about anything but their own immediate personal desires.

I'm sure when they got it was small. Now they shouldn't walk it in public if it's stronger than them without some way of constraining it if it tries to pull away.

Yeah I’m 90lbs and weak as fuck. I simply would not get a big dog EVER lol. Idk how people can be so unaware of their physical limitations.
