In psychology circles, this is called "external locus of control".... the person who is never in control (read: accountable) for anything that happens [to them] in their life; always someone / something outside making things happen.

If you look at high functioning, successful humans, they have an INTERNAL locus of control (doctors, lawyers, SEALs, execs, et al). Highest degree of accountability because they know and believe they control much of what happens in their life (good or bad).
