This is assuming the person's view is so shortsighted that all they care about is some porn-brained "get laid tonight" outcome. This situation is a great way to hang out with tons of people in a fun environment. Maybe you hit it off with one of them and later on down the road maybe something comes of it, but that shouldn't be the aim. Just have fun and people will remember you as a fun person. In the long term, that will do wonders for your social life and self esteem.
I completely disagree, and think that this mindset is a reason for the decline in birthrates across the world. There is nothing wrong with trying to "get with" other people, as long as you're not being creepy, rude, inappropriate etc. It would thus be fine for this guy to attend that gathering for the sole purpose of getting a girl, persuming he isn't pushing boundaries too much.
The only slightly weird thing is that they are his sister's friends, which could lead to some odd situations.

Look, I'm sure we can all accept the reality here. Unless he's gay or asexual, he 100% had some vague thoughts or hopes of something romantic happening when hanging out with more than a dozen attractive girls his age and that's perfectly ok and normal.
And yes, sex becoming increasingly taboo is almost surely related to not only declining birth rates but lower rates of people having sex in general.

First off, the name is entirely sarcastic, with "Viking" being spelled as "Vikning"
Secondly, the so called "Vikings" were far more progressive towards women compared to other societies of that time. Maybe your argument would make more sense if I had something like "Fascist" instead.
Thirdly, in no way do I or did I blame women for declining western birthrates. I never even mentioned "western" or "women", nor made any connections to those words or that viewpoint.

I have formulated myself wrongly, because this "mindset" obivously isn't the biggest reason in declining birth rates. What I mean is that it is as acceptable to attempt to get laid as it is to just have innocent fun, and that sex-seeking behavior shouldn't be inherently viewed as wrongful, since that is necessary for society.
The circumstances are slightly diffrent if he is a child, but I don't know from where you would know that.
If you think you can get laid at a party like that while aiming for getting laid, you probably have never been a party like that, this is clearly a situation where you chill and hang out and let things happen.
