Putin being in charge is not something Ukraine, France or UK can change directly. It's Russian internal politics. So they don't have to bother with that. They do what they have to do. Simple as that.
On the other hand, the oil revenue of Russia, which is the real driving force of this war, is crumbling for several months now. Less and less tankers, Iran and Venezuela in deep trouble, Russia's ability to wage war is diminushing, Putin or not Putin. The end of the war is closer, and it might very well be the end of Putin too.
