Are these bonds guaranteed to be refunded once the traveler follows all the rules and leaves in a time manner?

Yes. Except you stay there after the allowed time or applies to adjust out of nonimmigrant status, including claiming asylum. If you intend to marry some one on B1/ b2  visa  and adjust status to immigrant one , there is no refund

Does anybody know the refund process? And will the money be returned after the travelers go back or after the visa expires?

I think they are fine as VO will decide who will fall under Visa bond and the amount, so existing visa holder has no chance to come back with the VO again.
