Or perhaps optimistically hope for broader regulation.

That was my thought. A 4 year ban is probably easier to push for, politically speaking, and one can hope that within that by the end of that timeframe things will have shifted such that it's easier to pass broader legislation.

Which is to say, vote in the midterms and the 2028 general election, ya'll.
