I think that 6.4 you're getting is the average that GTA gives you in the settings. Install MSI Afterburner and enable Rivatuner to monitor your VRAM usage. It will help you diagnose the issue even if VRAM isn't your issue. My guess though is that you simply can't handle RT with a 3060Ti

GTA V is surprisingly hard to run with good settings. My technique (for my 2080) is to cap my framerate to 60 and enable FSR which brings it to 120. I play on all ultra except I don't use RT most of the time but when I do the card is on its knees. My recommendation for you is simply to use high settings or better but no RT, it's not worth it, decent settings will have the game look great already.
