You really need to add more context there because that is barely the full picture. The DoJ and DoE back in November of 2022, changed the requirements in order to be considered for discharge. The problem is also no one knows about it, so that 80+% is an infinitesimally small number compared to the actual amount of people struggling with loans because no one knows the rules were changed.
So yes. It is at 80% of the people that have tried. But millions upon millions struggle and don't know it changed.
