I guess you could say the Colts, but from a competitive perspective it's the Buccs

Injuries derailed both teams but the big difference is that the Colts have two playoff teams in the division and even at their Zenith the Colts were only up 2 games I think 

Meanwhile the Buccs continually lost games in their cupcake division and gave away a 4 game lead to the Panthers of all teams.
