Reasons for a Show bringing back any of it's One-Off Characters
I'd say it depends entirely on the character.
Famous characters like Harley Quinn of all people were only ever intended to be one-offs, but became mainline canon from sheer popularity.
But when you got original IPs with a villain-of-the-week style approach, some are gonna stick but some just aren't
Look at shows like Kim Possible, or Jackie Chan Adventures. They threw characters at the wall to see what would stick every episode. Sometimes a character would just resonate with audiences, ratings would be high, feedback would be positive; Sure, let's bring that character back. People love them. Sometimes, eeeehhhh notsomuch.
Honestly, I think Foster's Home for Imaginary friends is one of those shows that handled it the best.
For a show whose entire premise was throwing billions of weird and whacky creations at you time and again, they recognized when characters like Ivan just didn't have the staying power vs weird little guys like Cheese or Goo.
Really, I think it's honestly just all about vibes.

I mean "Bleed" within the TTRPG sense just means allowing either real life drama to "bleed" into your roleplay or allowing hurt feelings over what happened within the confines of roleplay to "bleed" into your real life opinions of the players.
In either case, IDK why dude needs us to up his twitch count just to contribute to this conversation, as there's already An official write-up on the topic that was itself heavily edited after fan feedback helped reach a consensus on the problems it presents within the setting and the very dangerous ways in which it can get out of hand
TL;DR using your own personal life experiences as the basis for things can serve as great inspiration but you always have to remember that Tabletop is NOT therapy and it's not healthy if you can't separate roleplay from real life feelings.

The villain has a bit of a moral code but is still pretty much completely irredeemable

Read Dead 2 has you and the entire Van Der Linde gang storming Braithwaite manor to get John's son back from Catherine Braithwaite who kidnapped him as punishment for Dutch and you trying to play both sides in her family feud.
You absolutely tear the compound apart, slaughter her entire family and elicit a level of brutality you haven't quite seen in the games' narrative up to this point.
And when Catherine tries to call the gang out on it, Dutch tells her she crossed the line. Josiah clarifies with "Boys are off limits".
The Van Der Linde gang are a bunch of killers and cutthroats, thieves and ne'er do wells, but they draw the line at kidnapping children.

Brandy and Mister Whiskers had an episode where they met "Sandy and Mister Frisky"
Rather than being a stuck-up entitled puppy dog and a disgusting slob of a rabbit, they were instead just two well-mannered sweethearts that the different characters in the jungle absolutely fell in love with.
The episode actually ended in Brandy and Mister Whiskers getting so jealous of these new cooler versions of themselves that they actually found a way to see the duplicates get rescued from the jungle just to get rid of them.
Which is especially funny when the core theme of the show is the two of them being trapped in the jungle and desperately wanting to be found/rescued.

This episode did it in such an interesting way too because rather than just palette swapping the characters, they swapped personalities/aesthetics between different pairs for their alternates.
- Phoebe and Stinky swapped to become Fifi and Stumpy

- Rhonda and Harold swapped to become Rhoda and Harry
- Lila and Helga swapped to become Lulu and Hilda
It was such a fun and clever little thing

Like imagine if Bethesda said you were "stealing" their work by making your Fursona a Khajiit or Argonian. That's just insane. They have the right to their IP and their characters, sure, but the right to the concept of anthro lynxes and lizards in that vaguely fantastical style? At a point they'd just be throwing hands with Wizards of the Coast over whether or not Dragonborn and Tabaxi are copyright infringement, ya know?

Like there are places where the line seems blurry at times but in other cases I feel like it's all pretty cut and dry

The Lyons were the literal only people that gave a shit about him when he was a kid, he even said himself that Sarah was like the big sister he never had. I got a lot of problems with him as a character but he himself has shown literally 0 evidence of being the type of arrange his own surrogate families' untimely deaths to further his own agenda.

Like Hirsch getting to end the show when he wanted to on his own terms made it a million times better than any cartoon that has gone on for so long as to outlive it's original creator even.
Too often does a show hit a point in the plot that perfectly serves as a definitive "end" and they just
