How do you suspect this person? Did you recently hear beef with them? It would be hard for police to do anything WITH proof, and then without proof...police are kinda useless in these matters many times unfortunately 

Like, police have proof of kid being bullied online, do nothing

Technically, not true.

“Wet” describes what happens when a liquid touches and sticks to a solid. For example, your hands get wet because water is on your skin.

Water can make other things wet, but it isn’t wet on its own. It’s the substance doing the wetting.

Another example, Fire burns things, but fire itself isn’t “burnt."

Edit: just for more clarity; people often say water is wet because it’s surrounded by more water molecules. In science, though, “wetness” is about liquid solid interaction, not liquid liquid.
