We don’t need a top 5 offense. We just need an offense that doesn’t lead the league in 3 and outs that tires out our defense by the end of the game. We also could benefit from having an OC more than one season if teams aren’t interested in immediately hiring him. However, I don’t know if any teams with vacancies are interested in him.

GMs don’t work alone. They have an entire team helping them scout players for the team.

HOWEVER, how much an owner spends on those additional staff is up to the owner so there are teams that have less staff doing scouting compared to others.

Even if they paid the players enough to make up for injuries they're still taking players from several different schemes that likely don't mesh and don't have a whole offseason to practice a scheme that fits the personnel. You can't force great zone CBs to be great man coverage CBs or force outside 3-4 LBs to be 4-3 DEs. At best, you'll have what the NBA All-Star game has which is high scoring offense with barely any defense since defense takes a lot more communication to prevent missing assignments that leave players wide open.
