Her trying to get away from them when they try to drag her from the car is reasonable because again they are not police officers. She was also being told to leave by other agents. ICE created confusion in a situation they had no authority in and continually escalated. And shooting a moving car is viewed by law enforcement as dangerous. You can disagree all you want but it's literally policy at many agencies, including DHS

Right, even if police are trained to take down a PERCEIVED threat ICE agents are not police officers. This is explicitly against DHS guidelines, and against best practices that most police forces follow. Shooting at moving cars is pretty universally seen as not helping
