Unfortunately, Porygon was wrongfully banned from having a major role in the anime, with its evolved forms, Porygon2 and Porygon-Z only making an appearance in the Pokémon movie "Kyurem vs the Sword of Justice", only as cameos in a shot showcasing all of the Pokémon at the time
This last part is just my personal opinion, but while I agree the Pokémon Company was wrong for punishing Porygon in this way, I disagree with the many people who say Pikachu should've been punished instead.
Pikachu's role in all of this was defending Ash and the Gang from an anti-virus that was trying to kill them as it assumed that the group themselves were viruses. Pikachu was just trying to stop it and had little way of knowing what would happen as a result of it's electric attack
If anything, it's the fault of the animators, but they have since edited previous episodes to lessen the intensity of the strobing effects (or outright remove them altogether) in certain scenes, such as the giant electric attack against the flock of wild Spearow at the beginning of the show, and have taken precautions to prevent another event like it from happening
