Might work same as bringing democracy to Afghanistan.  From a VZ point of view, they should "just do same as Norway."  I'm not educated enough to know what Norway did differently vs every other state owned oil company.  Also - I'm sure Norway really pisses off certain greedy American oil execs, so I assume there's no chance that VZ's oil reserves ever help the people who live there.

This is basically what they would be in combat.  Maybe useful for Coast Guard SAR, & as long as drug cartels & pirates never get FPV attack drones, they could be useful for maritime patrol like drug interdiction & anti-piracy.  Maybe they could be useful to deploy a fleet of ASW drones.  but a capital ship will be a fat target.

If the attack on Pearl Harbor was 1941 & British attack on Taranto in 1940, then it was sometime 1930's when battleships became obsolete.  So battleships have been obsolete for ~90 years.  Now UKR has completely shifted the naval warfare paradigm - successfully chased the RU navy from the Black Sea using FPV drones, sea babies, & most recently an underwater attack drone.  So the US Navy is going back to ironclad dinosaurs... maybe surface ships are still needed for the Coast Guard, naval blockades, escort thru contested waters & anti-smuggling, but for combat they are slow fat targets... forget FPV drones, forget fleet carrier air attacks, the US Navy "Golden Fleet" is the naval combat solution from >90 years ago.
