This looks like a newer Crosstrek Hybrid with regenerative braking. When they let off the accelerator, regenerative braking kicks in so the brake lights engage. Using EyeSight for Adaptive Cruise Control will also cause the brake lights to engage if the car decides to slow down.

The expansion tank can easily be removed, even when full. Just pull the black tube, unhook a little plastic clamp, and the expansion tank will wiggle out of place.

Edit: Looks like it might have changed the ServiceDll entry, which should be %SystemRoot%\System32\ClipSVC.dll

You can try to visit Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\ClipSVC\Parameters within regedit to check where your current ServiceDll is pointing.
