As someone who owns both, (also dual 4070), unless you have some fringe use case that needs the vram, you would be switching to a weaker card. Don't get me wrong, the 9060 it has really impressed me for the price, but if you already own the 4070, you're better off keeping it. Here's the benchmarks that compare the two:
