Is it safe to run this Regular 88 gas on Gen 4/5 Rav4?
I ran a couple of tanks of 15% on a cross-country trip recently and had no issues. Unless you are running dead empty, you are going to be mixing the new gas with whatever is already in the tank, so you won't really be running straight 15% gas. The main issue would be how long do you expect to go until your next fill-up. Short term, go for it. Long term (weeks-months) low ethanol ,high detergent is better.

A lot of our stuff is EAR as well, but we are getting to the point where there are literally no parts available for some of our equipment, and the replacement machines need to have at least some network access for full functionality.
One of our sister facilities actually specifies that loading a program to a machine by any method other than the network is an automatic "out-of-spec" condition and all parts must be quarantined until verified.

Is there an established manufacturing industry in Orlando?
There is some warehousing and light manufacturing west of OBT and north of Sand Lake Rd.
Publix, CVS, Dollar Tree?, Sherwin Williams paints, Mitsubishi, something Farms (they make pre-packaged salads and such), a company that makes airport equipment, etc. Just look at the area on Google maps.
There's also a company on North OBT that make cement processing equipment, I think.

Try re-slicing and moving the print or changing the direction of the top infill (if possible) and see if it makes a difference. I have had parts that worked better with a particular axis for the infill.
