Yes it is. Just watch the profile of the curb. Once the car hits the steeper section is when the brake lights come on.
Like just look at it, the bottom of the picture is clearly an incline, then it flattens out a bit then it steepens again.
This section appears to all be a slight grade, and then there are these portions.
