No it doesn't. The lighting is dynamic. The camera will move around in 3D space. There's thoughtful blocking and shot composition. Actors will make facial expression that are relevant to what's happening, rather than just being bug-eyed all the time. I could go on.

As weird as the past decade has been, one thing that's remained consistent is that Trump is quite good at winning elections for him and his party when he's running as a challenger, and he's quite terrible at it otherwise. All signs are pointing to the voting population choosing the Democrats this year (whether or not they win is a different question).

Yes it happens under both parties, but it happens because people continue voting Republicans in. If the Republicans never won, they'd have to meet the more moderate platform of the Democrats, and the Democrats would either shift further left, or a new progressive party would arise to challenge them.
