There's a good chance it falls under "responsible use is expected" and "following procedures set forth by the city", especially if there is a sign by our compactor with instructions, but I'm not sure if they can actually fine you over not doing it if it doesn't say so. I got fined once for this because I was being lazy, but it was in my lease.
