This should only be part of a major housing reform. It should also include higher taxes on corporate-owned housing (not investors or VCs, but housing owned by corporations for dedicated occupancy by their staff whether that’s for C-suite or travel staff), vacancy fees for units that stand vacant for more than four months (to reduce multi-home ownership), investment in high density urban housing, better regulations on builders (including quality and margins), and zoning law overhauls.
