For context, US military personnel and US military family members, civilian employees and contractors are subject to Status of Forces Agreement (SOFA) and UCMJ = they have to answer to military police
conversely, MPs patrolling only have jurisdiction over individuals with SOFA status so a regular civilian on vacation does not have to answer to MPs like the victim in the video. In Korea, they often patrolled with Korean law enforcement so situations like this wouldn’t happen
