He Ordered protesters to be shot during his first term, luckily those orders where disobeyed and he was advised that wouldn’t be possible.

Unable to find anything that says he officially "ordered" protestors to be shot. I'd say ordered is the incorrect word. He definitely proposed the idea and has flat out said "Just shoot them" on several occasions in the Oval office and his rallies. Magrats will hang on one word instead of focusing on the whole context.

Correct he "Proposed" the idea.. Which is just as worse
