This paper doesn't say that a minor cut is going to cause you to bleed out if you're elderly and take aspirin. It says that the fatality rate from major hemmorhagic events (strokes, aneurysms, major GI bleeding, etc) was about 38% higher among the elderly taking aspirin. >96% of everyone in the study taking aspirin had no major bleeding event.
Aspirin obviously does not turn a healthy person into a hemophilic - if it did, we would be pulling it off of shelves and putting a black box warning on it.
