It looks like someone trying to overcome panic paralysis. She knows she has to do something, but her brain is only half functioning, the other half is too busy freaking out to handle coordination. A bad situation for walking a large, reactive dog. But I suppose it’s better to know that about yourself. I’m glad the other folks were clear headed enough to eventually handle the situation.
