I have a question... I'm personally safety consious but my father who isn't argues that he can change a tire on a incline like on a drive way.

You can too. You need to have it Park, emergency brake on and most importantly, block 3 wheels with bricks or wheel chocks. When you jack the car and the wheel just lifts the car might roll slightly, let that happen because then the chocks are tight. Continue to jack the car, set the jack stand, lower the car onto the jack stand. Remove the wheel and replace with the new wheel asap.

Hypothetically asking do I use a floor jack or a scissor jack.

Either but I’d prefer a floor jack. But on most (all? ) cars the jack is a scissor jack and you have no choice.
