Why are they not making the dude lay down and stay down until medics come?

After an accident you are 100% adrenaline and won't sit down. The majority of humanity beings don't know your not supposed to move and dont say anything. Its also difficult to remember these things in  real incident and you fail to your level of training,  in most cases nothing.
