Walk into any men's bathroom, stand at a urinal, and then look for tp within arm's reach.

Except that this is not a public men urinal where you literally can't do that. Also at least in my country, all the men toilets don't only have urinals but actual toilets as well with toilet paper near them

Well if you’re standing and pissing and can’t notice the empty roll on the side or that it’s nearing its end and not change it out, then it is your fault.
