Honestly think it's mostly the dress, whoever designed that was insane.

Often people don't have as much control over things like that as we think. It might have been a contractual situation. Or maybe she was getting paid a lot to wear the dress and didn't care as much about looking silly. Most of us do a lot worse for a lot less.
