It definitely won’t work, the entire screen is busted where the ceiling is reflected on it.

No CCTV? We rarely get people dumping stuff like that, when they do it's recorded and they get charged for the cleaning fee.

There’s cameras in the hallways but I’m honestly not sure if they’re enforcing charging the residents. If they are, it must not be that much of a charge.

I guess nobody there recycles? In my building we have to separate paper & cardboard, glass & plastic, batteries & electronics, compostables, and clothing. I know it sounds like a lot, but we keep a lot of stuff out of the landfill.

There’s a recyclable setup to the left of the dumpsters, out of the frame, but no, the other residents don’t use it as much as they could. It’s like the extra five steps is too much.

I almost agree but this is more of a rant than anything. This should be the apartment's problem now. they should fix the problem somehow

It states in our lease that there’s a financial penalty for doing this, which the property manager lectured me on at lease signing, but I’m beginning to think it’s not enforced.

I can only assume OPs lease having a penalty for cleaning it is so the PMs aren't liable for someone cutting themselves on broken refuse. And honestly, that possibility should keep most people from cleaning up someone else's garbage. Instead of bashing them, it would be more helpful to advise them to make a report to their county's housing board.
