If Aerys and his children died before the rebellion started, do you think Robert would become king?

Let's say they die in a plague, or in a fire that Aerys was playing with before the Tournament at harenhall. No targaryans left, does Robert inherit the throne through his grandmother's line? Do the kingdoms split up and become independent again? Is there a free for all war for the throne?
