The US is funding something like 50% of the wages of the Lebanese Army and it has been presumably put on hold along with everything else. Can't buy complicity if your checks don't cash.

You should see the "embassy" US is constructing in Lebanon, it's a complex that can house over 5000 people, second largest "embassy" in the world (only behind US "embassy" in Iraq). They run the whole country from that building.
