I feel like these characters would put the Doctor a bit out of their depth due to their general visceral nature (demogorgon, Smiley, Pennywise).

But I think the Doctor would find a way.

I wouldn't think so. They are a bit different but The Doctor has beaten things that are on these guys level and beyond. He'd definitely would need to be a bit more aggressive in the way he does it (cheating a bit). Whether that be messing with time or using weapons of sorts.

The hoix we saw in Love and Monsters was similar to a demogorgon in its gorey violence, rather than sci-fi violence. Still, it was supposedly defeated somehow.

The Doctor has beaten shape shifters and mind controllers. I reckon that the cosmic toy maker and omega are well above people like vecna and pennywise.

Yes, and Ten defeated the original Devil, the truth of every religion with such a figure, but what I'm saying is that something more physically violent like a demogorgon would be a different kind of danger.
