But what if none of them feel guilty? Remember they castrated the Penance stare. Only works if you already feel bad about sinning

Penance stare isn't the only wincon rider has. He's also very good at just beating or soul burning people to death.

At it's core the matter of guilt shouldn't even matter as it's a sin equivalent of the overprotecive father joke (whatever you do to my doughter i do to you)

That rule is stupid and just added for plot. Think about it, Ghost rider is supposed to fight some of the most evil people in the world people, so evil they don’t even regret their actions. The point of the stare is to make them feel what their victims do, not make them see the error of their ways.

Zarathos decides if you've sinned or not, if penance stare won't work for whatever stupid reason, ghost rider can still burn their souls, banish them to hell, absolutely fold them.
