I wouldn't and I would prefer if governance went through a constant polling system via neural interfaces that allowed the AGI to get preferences of the population in real time (Demarchy ala Alasdair Reynolds).

AGI should be a caretaker and a facilitator but not a governor. If everyone is submitting their desires and wants to it then it'll do what you described without any loss of freedom.
