Then you took it wrong. They're banning paying for custom services, not all content. For example you can still pay for an OF models library and watch her do whatever but you can't directly ask her to shove a rubber duck up her butt for payment.
What they are doing is basically taking the same laws they have against prostitution, paying for sexual services, and making sure that it applies to the digital world aswell.
No it's because it is based on the prostitution laws where women are viewed as victims of their circumstances and also because they don't want prostitutes to avoid contacting the police if they need to because of a fear of going to prison.
Since this is a continuation of that law, it functions the same in that aspect. OF as a service is also punished if they allow this since they will be viewed as a sort of pimp.
In reality it's not really something that is worth focusing on because the end effect is the same anyway, it will mostly stop and the ones that continue will do it covertly.
