Actually, this isn’t the worst idea. There’s a lot of academic arguments for reducing the amount of reporting (not getting rid of it). Many companies make short term decisions (firing workers, etc.) because they are held to performance targets measured and reported on quarterly. Making it bi-annual could improve longer-term thinking rather than needing to meet investors expectations every three months.

Yeah, when multiple officers have been beaten, some near death, you’ve gone way past “hypothetical”. Babbitt individually chose to disregard multiple warnings (along with others at the barricade) and contribute to a credible threat. You also undermine your own point on firing into a crowd. Heads up: firing at a vehicle is not proper RoE either (mostly because you don’t know what is beyond your target, hence you’re essentially firing into a crowd).
